FELIX M. LOICANO

Felix M. Loicano was appointed as the Chief of the Causeway Police Department (Jefferson Parish, Louisiana), on July 14, 2000 after retiring from the New Orleans Police Department with over 35 years of service.

Chief Loicano’s last assignment after serving as the acting Deputy Superintendent of the Criminal Investigations Bureau for the New Orleans Police Department was his selection as the Commander of the newly created Public Integrity Division in 1995.

Chief Loicano received a Bachelor of Arts Degree in Criminology at Loyola University; has done graduate work in the field of Business Administration at Loyola University; graduated from the prestigious Federal Bureau of Investigation National Academy; attended the Internal Revenue Special Agent’s School in Washington, D.C.; attended the nationally acclaimed Senior Management Police Institute for Police Executives in Boston, Mass.; attended the Metro-Dade Police Department/Metro Police Institute - Internal Affairs Investigations School in Dade City, Florida; and attended the New York Police Department’s Internal Affairs Seminar and Conference in New York City along with other national and international police executives; attended the Regional Conference of Central and East European Countries on Fighting Corruption.

Recognition: Governing Magazine - Cited the Creation and Accomplishment of the Public Integrity Division (November 1998), acknowledged by the Metropolitan Crime Commission for work in restoring credibility to the New Orleans Police Department by rebuilding the Public Integrity Division (January 1997), received the Bureau of Governmental Research’s Excellence in Government Award (March 1996), received the 1995 Charles E. Dunbar, Jr. Career Service Award bestowed by the Louisiana Civil Service League (January 1996).

Chief Loicano instructed at the New Orleans Police Department Academy for all Recruit and In-Service Training from 1995 to his retirement.  Since 1998 Chief Loicano has instructed at the FBI Academy in Quantico, VA.  Chief Loicano has also instructed at the International Law Enforcement Academies in Budapest, Hungary and Bangkok, Thailand as well as giving presentations in Romania, Lithuania, Latvia, Estonia, Columbia, Trinidad and the United Arab Emirates.  In 2001 Chief Loicano was requested to lecture at the notable Performance Institute on the topic of “Accountability in Law Enforcement” in Washington, D.C.; Requested to participate in the Drug Enforcement Agency Annual Training Conference for the Washington D.C. and Baltimore, Maryland Field Offices in 2001; Instructed at the Austin Police Department’s “Leadership Academy” in conjunction with the University of Texas LBJ School of Public Administration in 2001 and 2002.  In 2002 Chief Loicano was requested to lecture at the International Bridge, Tunnel and Turnpike Association Conference on Police Management and Safety and  he has instructed at the West Virginia State Police Academy.

Chief Loicano has provided services to the Jackson, MS., New Iberia, LA. Police Departments and the Government of Puerto Rico.

He is married to Kathy and the father of three daughters, Melissa, Felicia and Lisa.
